Man Arrested In the Wake of Scuba Cylinder Explosion that Cost a 14 Year Old Boy His Hand

A scuba cylinder exploded in Montenegro, injuring a 14-year-old boy. He was about 50 meters away when shrapnel hit his wrist. His hand was later amputated due to the severity of the injury. The explosion caused the dive center to suspend all activities. A 45-year-old man has been arrested in connection to the incident.
